Laws regarding homemade biodiesel in SC?

I've been trying to find info about the regulations concerning homemade fuels. I'm under the impression that, in SC, if I were to use the vegetable oil, lye and methanol mixture that it can only be legally used offroad. Does anyone know if this is correct? Would I have to produce it as B20 (20% biodiesel, 80% petroleum diesel) and are there limits on how much I can produce? I've read that SVO is not approved by the EPA and is not a legal motor fuel. I got that here http://www.biodiesel.org/resources/faqs/

The Fox Music House at 3005 W. Montague, North Charleston, SC says they have B99, so I guess that means it is a legal motor fuel used as almost pure biodiesel, but can I make it?

I too am looking into homebrewing in SC.  And would like to know the legalities of this, especially for making B100 at home. Also does anyone know if there are any tax benefits for converting your vehicle to use biodiesel?
