I have 10 acres of scrub land near Red Bluff, Texas. Probably closet town is Pecos. You are about 1000 feet from a good sized resevoir. I think a water well could work at about 300 feet. I am willing to lease this land at a very reasonable rate to a person that wants to experiment with jatropha curcas or similar oil producing seed. We are only about 20 miles from New Mexico. This area does get colder than south texas, so you would need a cold adaptable plants. Write me off line.
